The article analyzes the state-legal status of West provinces of the Russian Empire in the period of XIXth – early XXth centuries. The author pays attention to the system of relations between the center and the outskirts of the empire and to the system of administrative and legal structures. The genesis of ethnic-confessional and socially cultural factors in the public life of west provinces is analysed.
